Implementation of WTF Athlete Licence - How to register [with attachments]

At the 2010 WTF Council meeting in Tashkent, Uzbekistan on October 6th the WTF approved the adoption of a

mandatory athlete license program starting with all athletes participating in WTF-promoted championships listed in

Article 22 of the WTF Statutes, excluding WTF World Para-Taekwondo Championships.

The licence will be mandatory as of the WTF World Taekwondo Championships to be held in Gyeongju, Korea

from May 1st 2011. The presentation of this athlete licence is mandatory as of 1st May 2011 and any athlete that

does not hold a valid licence will not be able to compete at the above mentioned championships.

Thus, submission of athlete entry for the championships in Gyeongju to the WTF and the OC will not be accepted

if not with this athlete licence.

The initial licence period will be from May 1st 2011 until December 31st 2012 and the following

tournaments listed below will require all athletes to have a mandatory competition licence.

The fee for the license will be $30 USD per athlete per licence period (initially May 1st 2011 until

December 31st 2012).

Registration for athlete licensing will begin in January 2011 and detailed instructions on how to sign your competing

athletes up for a licence will be sent to you all via email and available on the WTF website.

Registration will involve the completion of an application form for each of your athletes either manually or online

along with the submission of copies of the valid passport, Kukkiwon Dan certificate and a colour portrait ID picture

with white background of 45mm(l) x 35mm(w).

All MNAs regardless of whether the athlete licence registration is completed online or manually must print and complete

the application form and ensure that their athletes, (athlete’s legal representative if necessary) sign the form as well as

the member national association must stamp and sign the document as well. This must be scanned and uploaded online

(athlete licence registration site with username and password will be provided in early January) or emailed, faxed or

posted to the WTF Lausanne Office at the contact info below.

In order for each MNA to be able to begin the athlete licence registration process we require you all to complete

the attached excel document and submit to the WTF Lausanne Office at licence@wtf.org by no later than

December 31st, 2010.

You will not be able to register your athletes for the mandatory licence unless you have first provided this completed excel

spread sheet.

Although registration will not be available until January 2011 we strongly advise all MNA`s to have their athletes to

compete in the above mentioned tournaments start collecting the above mentioned documents and colour ID picture now.

In consideration of the expected entry submission for the 2011 WTF World Taekwondo

Championships being March 15, 2011, MNAs of the WTF are requested to finish their athletes’ licensing

before this date. Detailed info on how to apply for athlete license will be sent to all MNAs immediately

after it is finalised.

MANDATORY DOCUMENTS and COMPLETED APPLICATION FORM TO BE COLLECTED

FOR EACH ATHLETE LICENCE MEMBER

- Request for early collection of athletes info/documents -

WTF Athlete Licence is needed for all athletes who will compete in WTF-promoted championships, except

WTF World Para-Taekwondo Championships, beginning in 2011 at the WTF World Taekwondo Championships as

passed at the WTF Council Meeting held in Tashkent, Uzbekistan on Oct. 6, 2010 and presented at WTF General

Assembly in Tashkent on Oct. 7, 2010. Without this Athlete Licence, athletes cannot participate in these championships

as stated in the official letter of Nov. 30, 2010 sent to all Member National Associations (MNAs) on this athlete licence.

1. Collection of athlete’s personal info for application form, athlete’s signature & MNA seal (stamp)

In this regard, your MNA needs to fully complete the attached athlete licence application form for each of

your athletes. We strongly recommend that you complete the application form on your computer by typing within the

form itself and then after the application form has being completed it must then be printed and duly signed and stamped

by the President or Secretary General of the respective affiliated federation.

The application form must be signed by the athlete. All consent forms from minor applicants, according to the legislation

of the applicant’s country, must be counter-signed by their legal representative. Please be sure to carefully check

each application form before submitting to WTF to ensure there are no errors. This can then be scanned

and emailed to licence@wtf.org, faxed or posted to the WTF Lausanne office or uploaded online once online registration

begins in January 2011. You will also find attached a sample completed application form for your information.

We strongly advise that you start collecting this information from your athletes NOW so that you will be able to easily

and quickly upload the information/documents immediately after athlete licence registration system begins and your

MNA is provided with login ID and Password for the registration system in the beginning of January 2011.

Please take note that your MNA should provide the Athlete Licence number to the OC and

the WTF at the time of submission of your athletes entries for the 2011 WTF World Taekwondo

Championships Gyeongju.

Each MNA will be required to complete an application form for each athlete in the Athlete Licence registration system

on the internet when the registration begins in early January 2011.

If access to the internet from your computer is difficult, you can also email, fax or post this information to the WTF

Lausanne office.

2. Collection of scanned files of passport copy, Kukkiwon Dan certificate and ID picture

You also need to collect three documents listed below for each one of your athletes that require the licence.

Attachment of the following documents/information is mandatory for registration for athlete licence.

1. Passport Copy (sample below) including athletes signature

2. Kukkiwon Dan certificate (sample below old or new one is fine/ big or small certificate is fine) .

3. Colour portrait ID picture with white background (sample below)

The size of the picture should be 45mm(l) x 35mm(w)

It should be saved as a JPEG file.

The file name of each of the image file must correspond to

the name of the athlete. For example, the image file for an athlete

whose name is Beniot Forlan should be named “Beniot_Forlan.jpg”.

Please do NOT send me this information as yet but instead just starting completing the application form for each of your

athletes and collecting the relevant documents from each of them. Then, you will be able to register your athletes in the

beginning of January 2011 when online registration system opens.

All information regarding Athlete Licence Rules, including how to register online, payment terms/methods, etc.

will be notified to all MNAs by the beginning of January 2011 when online athlete licence registration begins.
