Slow movements in Competition Poomsae

The WTF Poomsae Committee establishes that a special movement is intentionally performed slowly, every special movement can take as long as 5 or 8 seconds, respectively, according to the table bellow:
These tempos and regulations were passed to most International Poomsae Referees last year but, at the 8th World Taekwondo Poomsae Championships, most referees and competitors did not have the proper refreshment and did not perform accordingly. It's expected that at the big international competitions this year we already see it enforced.
